Meet the President of WLT Consulting, LLC

Wilma Townsend is a nationally recognized expert on consumer focused recovery and  cultural competence.  

Ms. Townsend has extensive experience in consultation to state and local government entities; managed care organizations; consumer and family organizations (in the areas of consumer recovery and recovery oriented services); peer operated services; consumer outcomes; consumer involvement; and cultural competence.  

Currently, Ms. Townsend is involved in a research project entitled Actualization of Best Practice Model System-Wide: Examination of Recovery-Oriented Services and Outcomes.   

She has recently contributed issue papers to the President’s New Freedom Mental Health Commission on both consumer recovery and cultural competence.  Wilma has co-authored a paper entitled "Impact of Language and Environment on Recovery" for the Center for Mental Health Services.  As the original author of the Emerging Best Practices in Mental Health Recovery, she has committed her teachings and writings to this practice.

She has also prepared and disseminated monographs and training materials on consumer-operated services and  business development; cultural responsiveness and recovery; and the development of Recovery Managment Plan (RMP),  a person-centered care roadmap to bring recovery alive in treatment planning with case managers and therapists.

Ms. Townsend is currently the President of WLT Consulting, LLC, a national consulting firm.  Prior to becoming President of WLT Consulting, LLC , she served as Senior Program Manager for Technical Collaborative, Inc. (TAC).  Ms. Townsend also served as the chief of the Office of Consumer Services for the Ohio Department of Mental Health (ODMH) for over 15 years.  In that capacity, she was the state's liaison with statewide consumer and family organizations.  She also provided leadership in diverse communities of Ohio with developing culturally competent programs and systems of care.  

Ms. Townsend employees behavioral health and cultural competence experts from across the country to advise and provide technical support to the programs, services and practices of the Recovery Institute.
